Places to visit and the process as below:
1. HUMAN RESOURCES DEVELOPMENT DEPARTMENT.
2. MINISTRY OF EXTERNAL AFFAIRS.
3. EMBASSY OF RESPECTIVE COUNTRY.

Stage One:


Working hours: 10am - 1pm
HUMAN RESOURCES DEVELOPMENT
KG Marg (Kasthuba Gandhi)
Near Bharath Vidya Bhavan

New Delhi


1. Move to the counter with the below mentioned documents.

          a) Fix a Passport size photo and fill the application form.

          b) With 50/- postal order for each certificate to be attested, in favor of SECRETARY,

               MINISTRY OF HUMAN RESOURCE DEVELOPMENT DEPARTMENT OF SECONDARY& HIGHER EDUCATION. (Post Office is there next to HRD office)

          c) Original Certificate.

          d) Original Passport.

          e) Copy of original certificate 

          f) Copy of Passport.

2. The officers will examine your Original certificates and Passport, and they will give back the original Certificates after attestation 

3. Make sure that your certificate got two stamping from the concerned authorities. Here you finished the first stage.

4. If time allows, same day itself come to MINISTRY OF EXTERNAL AFFAIRS, Patiala house.

Stage Two:

Working hours: 10am - 1pm and 2pm - 4:30

New Delhi

1. Documents to be submitted in MINISTRY OF EXTERNAL AFFAIRS.

         a) Original Certificate.

         b) Original Passport.

         c) Copy of original certificate after HRD attestation.

         d) Copy of Passport.

2. Go inside office and submit your above mentioned documents. 

3. When you get back  your certificate after attestation, check whether you got stamping from the concern authorities.

4.  Here you finish the second step.

5. The same day you may not be able to go to the Embassy of respective country.

6. For the third step be ready with xerox copy of your attested certificate from MINISTRY OF EXTERNAL AFFAIRS.

Stage Three:
The respective Embassy Office, New Delhi, India, Services.
Fees For Various Services

 Attestation of documents:

a. Invoice: Rs 2000.

b. Certificates of Origin: Rs 1000.

c. Academic certificates: Rs 1000

Important:

(Above is for per certificate and kindly  take 100 Rs. Notes, they will not take 500 Rs. notes)

d. Miscellaneous certificates: Rs 1000

Working Hours

1. Submission of documents:Monday to Thursday: 11 am to 12 noon

2. Delivery time of documents:Monday to Friday:3 pm to 3:30 pm

Note:-

• Find the address of the embassy of respective country and complete the stage 3 as per your requirement.  Ask for assistance with your fellow applicants in HRD and MOE offices.
• Be there in New Delhi on Monday to complete all the activities in the same week to avoid long stay there.
• Don't forget Tamilnadu tourism hotel lunch in Embassy area at New Delhi.
• Don't give your certificates to unknown persons in New Delhi for any reason.
• There may be some people like you, got job in same country and there for attestation purpose, get their support and help them if needed.
• There are some agents in all metropolitan cities , who are doing this job on your behalf. You can get their services based on their reputation and trust. Refer local people or your friends who took their service already.
